Mayor Greg Fischer recently announced that Chewy.com, the leading online pet retailer, is planning to grow in Louisville less than a year after opening a customer service center here.
“We couldn’t be more ecstatic that Chewy.com is bringing additional jobs and investment to our city by expanding for the second time in less than a year,” said Mayor Greg Fischer. “Through the UPS Worldport, Louisville offers companies like Chewy.com the ability to quickly get customers what they need, while enjoying Louisville’s robust business environment. We wish Chewy.com continued success.”
The Kentucky Economic Development Finance Authority Thursday preliminarily approved $1 million in tax incentives for Chewy.com. The company will bring 150 jobs and invest $4.5 million to expand into office space at 11403 Bluegrass Parkway.
This new investment by Chewy is in addition to the $7.2 million already invested and 300 jobs at its more than 88,000-square-foot Pharmacy Customer Service Center, 3621 Fern Valley Road.
Louisville Forward staff continues to work with Chewy.com to connect them with business services, guiding them through the city’s permitting process, and identifying potential community partnerships.
“Chewy’s expansion in Louisville responds to the growing demand we’ve seen from our loyal customers. It allows us to continue delivering the high-touch, reliable service our customers know and love,” said Mita Malhotra, Vice President of Chewy Healthcare. “We continue to enhance our services to support our veterinarian partners and share a commitment to improving pet health and happiness.”
Chewy.com is an e-commerce business that caters to pet owners and pet lovers. It is a one-stop shop, offering more than 1,600 brands of everything from toys and treats to pet medications and supplies. The company was purchased in 2017 by PetSmart in the largest-ever e-commerce transaction. Chewy.com employs roughly 11,000 people in the United States.
Neighborhood Place joins with community partners to host the Park DuValle Holiday Festival on Dec. 1 featuring visits with Santa and a holiday concert, and a Kwanzaa Reception on Dec. 28 at Ujima Neighborhood Place. For more information call 585-1234. TARC Mobile Unit will be on site to register individuals for the new smart card. As of Jan. 7, 2019, paper tickets will no longer be used on a TARC bus. Gov. Matt Bevin today announced Pounds of Plastic Inc., a supplier to the automotive and general manufacturing industries, will locate in Owenton with a more than $4.1 million investment expected to create 54 full-time jobs.
“Kentucky has a world-class automotive industry, leading the United States in vehicles produced per capita,” Gov. Bevin said. “It is exciting to see continuing growth within the auto industry at all levels, and it begins with suppliers like Pounds of Plastic. We are grateful for the strong collaboration between this company and state and local economic development leaders, resulting in 54 new jobs that will benefit families in Owen County and the surrounding region.”
Pounds of Plastic will locate in the former Itron Inc. warehouse, a 30,000-square-foot building across from the former Itron manufacturing facility. Itron closed its Owenton operations this spring, laying off about 400 employees.
At the plant, Pounds of Plastic will manufacture custom polymers and thermoplastics for automotive customers. The company’s investment will cover costs to renovate the facility and purchase new equipment. Company leaders noted proximity to existing and prospective customers as a deciding factor in selecting both Kentucky and Owenton. Work on the project is expected to begin in November, with the facility operational by December.
“We are truly excited to become part of your community and look forward to a mutually prosperous partnership in the years ahead,” said Richard Pounds, owner and president of Pounds of Plastic. “We would like to extend our heartfelt gratitude to the fantastic representatives of the government of Owen County and the state of Kentucky who made this possible. Our decision to choose this location over other potential locales in other states is a testament to the dedication of these individuals. We look forward to calling Owen County home.”
Based in Mississauga, Ontario, Canada, Pounds of Plastic specializes in custom polymers and thermoplastics used in automotive and a variety of other industries. As well, the company provides technical expertise for customers including assistance with recycling programs. Richard Pounds founded the company in 1997 in response to an insufficient supply of nylon compounds and other materials for use by southern Ontario’s moulding industry. Since then, the company grew to service processors throughout North America.
Sen. Julian Carroll, of Frankfort, said the local workforce is ready to serve its newest company.
“This auto supplier will strengthen our community through new jobs and improvements to the local economy,” Sen. Carroll said. “We stand ready with a skilled workforce to meet the company’s needs and look forward to a long and prosperous partnership.”
Rep. Phillip Pratt, of Georgetown, said statewide, pro-business policy changes have made projects like this possible.
“The new jobs and economic opportunity that Pounds of Plastic is bringing to Owenton is the direct result of the pro-business, pro-jobs approach I have brought to Frankfort,” Rep. Pratt said. “These new jobs will bring increased economic opportunity for our families, and are just the latest addition to Kentucky’s manufacturing comeback. I’m proud of our efforts in Frankfort to promote policies that strengthen our economy and create this kind of good news for our working families.”
Mayor David Wotier noted the team effort necessary to make the project a reality.
“I speak on behalf of the city of Owenton: We are very excited to welcome Pounds of Plastic to Owenton,” Mayor Wotier said. “Their commitment has certainly been a breath of fresh air for us and will positively affect our economy. Thanks to all the hard work and diligent efforts of everyone at the Cabinet for Economic Development. There’s been a great spirit of teamwork involved.”
Owen County Judge-Executive Casey Ellis said the arrival of Pounds of Plastic leads the way for new growth in the community.
“On behalf of the citizens of Owen County, I would like to thank Gov. Bevin for his leadership in assisting to expedite the commonwealth’s economic incentive package as well as Rich Pounds, president of Pounds of Plastic, for choosing Owen County for his first US manufacturing location,” Judge-Executive Ellis said. “The prospect of this many new jobs locating to Owen County is only the beginning in revitalizing our community with new economic growth opportunities.”
To encourage the investment and job growth in the community, the Kentucky Economic Development Finance Authority (KEDFA) on Thursday preliminarily approved the company for tax incentives up to $900,000 through the Kentucky Business Investment program. The performance-based incentive allows a company to keep a portion of its investment over the agreement term through corporate income tax credits and wage assessments by meeting job and investment targets.
In addition, Pounds of Plastic can receive resources from the Kentucky Skills Network. Through the Kentucky Skills Network, companies can receive no-cost recruitment and job placement services, reduced-cost customized training and job training incentives. In fiscal year 2017, the Kentucky Skills Network provided training for more than 120,000 Kentuckians and 5,700 companies from a variety of industry sectors.
Coca-Cola Consolidated and Louisville Parks and Recreation will host a public celebration of the newly refreshed Portland Park. The event will be this Saturday, October 21, starting at 11:00 AM. The Portland Park is located at 640 N 27th St.
Brief remarks will be made by Mayor Greg Fischer. The event is free and open to the public, and will offer food trucks, live music, face painting, crafts and more. Information about open jobs and joining the Coke Consolidated team will also be available.
“Louisville Parks and Recreation is pleased to see our partnership continue to grow with Coca Cola Consolidated, the Joey Logano Foundation and the KY Speedway,” said Ben Johnson, Assistant Director for Louisville Parks and Recreation. “This Family Fun Festival is a new event for us and we are excited for it to take place in the same park where we partnered to put in a brand new playground this summer.”

Ring Container Technologies, a plastic container manufacturer, has opened its $23.3 million, 41-job facility, Gov. Matt Bevin announced recently.
“We are excited to welcome Ring Container Technologies to Kentucky, and we look forward to helping this company flourish at its new location,” Gov. Bevin said. “In addition to a new investment and job creation in Jefferson County, Ring will offer the added benefit of providing products to local businesses in the region. We wish the company all the very best as they begin this new venture.”
The new Ring operation will produce food-grade polyethylene terephthalate (PET) bottles for local companies in the Louisville area. The new location will eliminate the company’s need for hundreds of shipments from its facilities in the Midwest. To accommodate the project, Ring leased a more than 125,000-square-foot facility on Johnsontown Road in Louisville and expanded it to over 128,000 square feet. The company also purchased and installed energy-reducing materials and equipment, including LED lighting, a chilled water system and a variable speed compressed air system.
“We’re thrilled to open a new plant in Louisville, which is strategically located to better service key customers,” said Ben Livingston, president and CEO at Ring.
Additionally, the Louisville facility will be the first to produce the company’s latest breakthrough technology, expected to be unveiled later this year.
“This cutting-edge application was developed to support the needs of our current and prospective customers, and we are pleased to be launching it in Louisville,” said Brian Smith, Ring’s senior vice president of innovation and supply chain.
Ring is a privately held company founded in 1968 and based in Oakland, Tenn. focused on the creation of sustainable products within the consumer packaging industry. It produces plastic food packaging products, including containers for Jif peanut butter, McCormick spices and large cheeseball containers, among a wide range of other items. The company operates 18 locations in the US, Canada and the UK. Ring is a sister company of RAPAC, a producer of eco-friendly polystyrene resins and finished products and a major recycler of polystyrene in the US.
Sen. Perry Clark, of Louisville, said Ring’s presence will benefit existing local companies.
“Ring Container Technologies’ decision to open its facility in Jefferson County and provide products to local businesses will be good for businesses in our region and provide a welcome boost to our economic base,” Sen. Clark said. “We look forward to the new jobs and stand ready with a skilled workforce to meet the company’s needs.”
Rep. Joni Jenkins, of Shively, described the project as a “win-win” for the entire community.
“I’m happy to welcome Ring Container Technologies to our community and want to thank its leaders for investing so much and creating these additional jobs,” Rep. Jenkins said. “I know many of Louisville’s other companies appreciate this as well, because it will make their jobs easier. This is a win-win for everyone involved.”
