Louisville Metro Office of Resilience and Community Services (RCS) is offering pre-registration for the Low Income Home Energy Assistance Program (LIHEAP), Subsidy Component. The pre-registration will begin on Wednesday, October 2, and end on Thursday, October 31.

Pre-registration is for Jefferson County residents who are elderly (60 years or older) or disabled and receive a fixed income (Social Security, SSI, pension or Black Lung benefits).

This pre-registration phase is for the LIHEAP Subsidy Program, meaning eligible residents can apply regardless of the status of their utility bills. Applicants must provide the following documentation:

  • Proof of all household income for the preceding month (Food Stamp award letter, Social Security Award letter, pay stubs, etc. or proof of $0 income). Note: Zero Income forms are available at the Resilience and Community Services office at 701 W. Ormsby Ave., Suite 201 as well as the six LIHEAP locations listed below or by clicking here.
  • Proof of Social Security Number or Permanent Residence card (Green Card) for each member of the household.
  • Most current heating bill; or statement from your landlord if heating expenses are included in your rent; or statement from your utility company if you participate in a pre-pay electric program. Please bring the account number and name on the account for all heating fuel sources and electric.

Eligible residents who wish to apply during LHEAP Early Registration must schedule an appointment in advance. Starting today, Sept. 25, the toll-free automated appointment system is available twenty-four hours a day, seven days a week.

The caller can follow the prompts to get the information needed and/or to schedule an appointment if available.  The system provides a confirmation number indicating that an appointment was successfully scheduled.

  • Choose a date/time for your appointment
  • Record your name – say and spell your first and last names slowly and clearly

  • Receive your appointment confirmation number (have pen/paper ready)
  • Appointment details (location, date and time) will be repeated

The LIHEAP Program that helps low income residents of Jefferson County with their utility bills begins on Nov. 5, 2018.

LIHEAP, the Low Income Home Energy Assistance Program, is a federally funded, income-based program that provides financial help to low-income households in meeting the costs of heating their home. The LIHEAP Subsidy Component is a one-time assistance benefit, which is paid directly to the heating vendor. The LIHEAP Subsidy Component begins Monday, Nov. 5 and will operate through Dec. 14, 2018, or until funding is depleted, whichever comes first.

Residents wishing to apply must schedule an appointment utilizing the automated appointment system. The appointment system is currently open and is available twenty-four hours a day, seven days a week. Appointments can be scheduled by phone by calling 502-991-8391 or online at louisvilleky.cascheduler.com.

Applicants must be Louisville Metro/Jefferson County residents with a household income at or below 130 percent of the federal poverty guidelines. For the Subsidy Component of LIHEAP, residents can apply regardless of the status of their utility bills. Applicants must also provide the following documentation.

  • Proof of all household income for the preceding month (Food Stamp award letter, Social Security Award letter, pay stubs, etc. or proof of $0 income. Note: Zero Income forms are available at the Office of Resilience and Community Services office at 701 W. Ormsby Ave., Suite 201 or by clicking here.

The funds for the Low Income Home Energy Assistance Program (LIHEAP) program were exhausted this year earlier than usual, following high demand and steps taken by the Office of Resilience and Community Services (RCS) to make requesting easier for qualified residents.

This year, an average of $225 were provided to more than 9,000 Louisville households during the LIHEAP Crisis phase, which pays late heating bills of low-income residents directly to service providers.  In total, RCS distributed over $2.5 million in LIHEAP Crisis funds to low-income Louisville residents.

The LIHEAP Crisis phase closed the afternoon of Wednesday, March 7.

The 2018 LIHEAP Crisis component began on Jan. 8 and operated on a first come, first serve basis.  In recent years, the program extended through the end of March to help low-income residents during the coldest months. The program is designed particularly to assist those who pay a high proportion of their household income toward home energy.

To ease the process for residents to request LIHEAP assistance, the Office of Resilience and Community Services in 2016 launched an automated telephone and online system for residents to make required in-person appointments for LIHEAP assistance requestors.  In previous years, LIHEAP assistance requestors were required to make two trips to Community Services staff to apply for LIHEAP assistance – first to sign up for appointments and later to complete their applications.  Also in 2016, LIHEAP locations were expanded from three to six sites, including four Neighborhood Place locations.

Residents who are currently in need of utility assistance are encouraged to call their local Community Ministry or Neighborhood Place.  Call Metro United Way’s 2-1-1 help referral service or MetroCall 311 to locate the nearest site.

Residents who are currently disconnected from services with their utility provider can walk into any of the six LIHEAP locations now through March 16, Monday through Thursday, 8:30 – 10:30 a.m. and from 1:30 – 3:30 p.m. and will be seen upon availability.  No LIHEAP funding will be allocated for these disconnected households, but staff will contact LG&E to see if clients are eligible for payment arrangements.

Starting March 19 through March 30, those individuals who have been disconnected can walk into one of these three LIHEAP locations: Newburg Community Center, South Central Neighborhood Place and Ujima Neighborhood Place.  The same hours and criteria listed above apply including no LIHEAP funding will be allocated at this time.

The annual program that helps prevent low income residents of Louisville from being disconnected from utility services begins Monday, Jan. 8, 2018.

LIHEAP, the Low Income Home Energy Assistance Program, is administered by Louisville Metro Office of Resilience and Community Services. The Crisis Phase of LIHEAP will run from Jan. 8 – March 30, or until available funds have been expended, whichever comes first.

This year’s Crisis Program features expanded eligibility which allows residents  receiving a current utility bill with a past due amount to apply, in addition to continuing to serve residents receiving a disconnect notice.

Residents wishing to apply must make an appointment utilizing the automated appointment system.  Appointments can be scheduled by phone by calling 502-991-8391 or online atlouisvilleky.cascheduler.com.  The toll-free service is currently open and is available twenty-four hours a day, seven days a week.

Applicants must be Jefferson County residents with a household income at or below 130 percent of the federal poverty guidelines (e.g. for a household of four, the gross monthly income cannot exceed $2,665.00).

Applicants must also meet one of the following eligibility requirements:

  • Disconnect notice from utility service provider, or
  • Current bill with a past due amount, or
  • Eviction notice if utilities are included in the rent, or
  • Bulk fuel is within four days of running out; or
  • Pre-paid electric services is within ten days of running out.

Applicants must provide the following documents.

  • Proof of all household income for the preceding month (Food Stamp award letter, Social Security Award letter, pay stubs, or other proof of $0 income). Note: Zero Income forms are available at the LIHEAP offices or at 701 W. Ormsby Ave., Suite 201 or by clicking here.
  • Social Security card(s) or (official documentation with Social Security Numbers) or Permanent Residence card (Green Card) for each member of the household; and
  • Disconnect notice or a current bill with a past due amount; or
  • Eviction notice if heating expenses are included in the rent. If heat is included in rent, clients must also provide a copy of the lease in addition to the eviction notice; or
  • Statement from utility company that shows 10 days or less of service if participating in pre-paid electric service.

Individuals who are unable to apply for this program in person may send an authorized representative on their behalf with a signed, written, note including the applicant’s name, address, phone number, Social Security Number, and the name of the designated representative.  The authorized representative must provide a picture ID to verify they are the person designated in the note. Residents who are homebound and who are unable to send a representative may call 502/780-7937.
