Meeting set for Wednesday, September 2nd at 3:30pm

The Metro Council’s Public Safety Committee will be updated by Louisville Metro Police Chief Steve Conrad on the recently conducted staffing study of personnel in the department.

“As we continue to see a rise in violent crime, I have asked the Chief to come and update us on how the staffing study discussions and recommendations have proceeded,” says Councilman David Yates (D-25), who chairs the Committee. “I know some concerns have been raised about reorganizing the special VIPER Unit and I would like the Chief to give us his plan on moving forward with what is being changed and how we will utilize officers in general throughout Metro Louisville.”

The Public Safety Committee will meet at 3:30pm in Council Chambers, 601 West Jefferson Street.

ManyounAttackAuthorities have identified the man shot and killed by an LMPD officer over the weekend as 35 year old Deng Manyoun.

Manyoun, who apparently fit the description of a suspect who had just assaulted a woman, is shown on surveillance video walking unsteadily down the sidewalk when the LMPD unit pulls on scene and the officer exits his vehicle.  In the video (below), the officer appears to remain calm although Manyoun seems to be aggressively and act agitated before walking out of frame and returning with a metal flag pole, which he begins swinging at the officer.  As he was being attacked, the officer fired his service weapon at the pole-wielding suspect, injuring him.  Manyoun later died at University Hospital as a result of his wounds.

Despite video evidence to the contrary, several so-called eye witnesses were reported as having claimed that Manyoun was unarmed and did not attack the officer or that the officer behaved aggressively and had his hand on his sidearm as soon as he exited the vehicle.

LMPD Chief Steve Conrad defended the officer’s actions, stating that it was an act of self defense.  Conrad also said that he did not believe that Manyoun could not speak or understand English.   Continue reading

Dog Flu Strikes the Mid-West

Typically, the announcement of an influenza epidemic striking the United States would likely induce fear and panic across the ntionon. With this current epidemic, over 1000 patients in at least six states have been sick and at least 6 patients have died as a result of the virus. you may be asking yourself, why you have not heard of this epidemic? The answer is simple: the patients are dogs.

While pet owners may be not be aware that dogs can influenza, it is important to note that the strain of the virus that infects dogs does not infect human. In fact, the virus causing this epidemic is actually an avian flu that originated in China and Korea that has adapted to the canine respiratory system. The outbreak in the U.S. started in Chicago, IL and has been confirmed in New York, Massachusetts, Wisconsin, Ohio and Indiana. While there has not been a confirmed case in Kentucky at the writing of this article, it is a highly contagious virus and spreads rapidly.

Symptoms of flu in dogs are very similar to the symptoms that humans experience: Runny nose, cough, and fever. As with humans, treatment is mostly supportive therapy and antibiotics are prescribed in the event of a secondary infection. There is a vaccine available, but it is not specific for this strain. Veterinarians are not sure how effective it will be. The vaccines is higher in cost than the more commonly recommended vaccines, such as rabies, kennel cough, and parvo. However, the cost of the treatment can total into the thousands depending on the hospital you use since the dog will need to be quarantined while being treated.

The disease can be fatal, especially in the very young and very old, since their immune systems are not working at full capacity. As mentioned previously, there have been over 1000 confirmed cases, but only six deaths. If you suspect that your family pet is sick with the flu, you will need to schedule an appointment with your veterinarian as soon as possible to confirm the presence of the virus.

IMG_3025One Fatality Reported, Second Man Rescued

One person is dead at the scene of a trench rescue underway on Dixie Highway.  After hours of recovery work by rescue crews, the second man has been extricated from the collapsed trench.

The report was received shortly after after 2:30 Thursday afternoon. Teams from seven different fire stations are on scene as the rescue progresses in the 13000 block of Dixie Highway, between Pendleton Road and Watson Lane.

Assistant PRP Fire Chief Dan Vanover said that he estimated the trench in which the two men were trapped was approximately 8 to 10 feet deep.  He went on to say that the surviving man was covered with debris up to his waist, but that he was conscious, communicating with rescue workers, and even helping to remove some of the debris that was trapping him.  The two men were working for a contractor to install sewer lines in the area.

One area resident told us that crews have been working to install the sewer lines in anticipation of the building of a discount store and pharmacy nearby.  He also said that the club in front of the collapsed trench had notified some of their employees that they would not be opening for business today, as crews were expected to be on scene as late as midnight.  However, when we spoke with Vanover, he told us that he expected that crews were 30-45 minutes from extricating the trapped individual.  That individual was rescued from the collapsed trench just before 7PM. 37 years after Affirmed won the Triple Crown in 1978, American Pharoah pulled off an amazing victory to become the 12th horse to claim the title.

This was trainer, Bob Baffert’s fourth attempt at a Triple Crown winner. It was also jockey, Victor Espinoza’s third opportunity to win the Triple Crown. With this win, Espinoza, age 43, is the oldest jockey to win the Triple Crown.

American Pharoah’s official time was 2 minutes 26.65 seconds and he won by 5 1/2 lengths. The world record and track record for the Belmont Stakes is held by Secretariat, who also won the Triple Crown  in 1973. He completed the race in 2 minutes 24.00 seconds and won by 31 lengths.

RCDposterRichard “Chad” Downs has not been seen since leaving his workplace – Assured Auto Care – in Jeffersontown in early February.

His wife, Michelle Downs, has been frantically searching for her husband for nearly a month and a half but her efforts, as well as those of the community and law enforcement, have come up empty thus far.

A Facebook page has been created to aid in the search for Chad and his green 1997 Chevrolet Silverado pickup truck with a tan stripe on the side, Kentucky license plate 737TAR.

Mr. Downs, 38, is 5’8″ tall, 260 lbs with blue eyes and blond hair.  He has multiple tattoos of skulls on his arms/shoulders and “Michelle” on his right calf, with a burn mark on his left forearm.

MSDA water main break on Terry Road near Greenwood Road is causing traffic problems in southwest Louisville.  MSD crews are on scene and are expected to be there for most of the day as repairs are made.  LMPD is currently blocking the roadway in the area.

The 10-inch main break was reported early Friday morning as part of Terry Road collapsed exposing water pipes and guardrail foundations.  The water service interruption is currently affecting nearly 30 customers including nearby businesses like McDonald’s and the Kroger grocery store.

Residents and employees working in the area are urged to choose a different route until the break is repaired and the road is reopened.  For the latest traffic updates, visit the Louisville Dispatch traffic page.
